AFTER - Hennepin County, MN

Since 1999, TN&A has supported the Brownfields Program through targeted brownfields assessments (TBAs), general technical program support, meetings, financial program support, petroleum sites and rural/small communities, and prevention.

TN&A has provided on-call Brownfields technical services supporting the USEPA Region 5’s Brownfields program operations and outreach activities. Technical support provided by TN&A ensured that community development agencies, municipalities, and Native American tribes in USEPA Region 5 were made aware of the technical and financial resources available through the program. Tasks included the following:

  • Targeted Brownfields Assessments (TBA). Developed multi-site work plan documents to streamline the approach for conducting Phase I and Phase II TBAs at candidate Brownfields sites. This one-step model developed by TN&A for conducting TBAs consists of jointly assessing site characteristics and risk, and identifying likely response actions and estimated cost. TN&A also developed a database to track yearly grant proposals allowing EPA to select the best candidates for TBAs and calculate funding for each state by type of grant. This database was used as a template by EPA headquarters in Washington to create a national system.
  • General Technical Program Support. Provided facilitation support during EPA’s annual Regional Funding Panel Review by working closely with EPA staff throughout the evaluation process. TN&A also compiled performance data regarding job training grants and grantee performance for EPA reports.
  • Brownfields Meetings . Supported the preparation and implementation of the EPA Region 5 Brownfields Program’s All Pilots Workshop (May, 2002), attended by several new Brownfields assessment grantees. TN&A participated in training sessions to help attendees understand the scope of Phase I and Phase II TBAs and provide information regarding safety and health training requirements.
