Preparedness and Prevention Activities

 

OTIE has experience and trained emergency response personnel and currently provides emergency response activities nationwide under several federal contracts. OTIE provides 24-hour, 7 day a week, year-round emergency response to its clients through on-call personnel and fully equipped emergency response vehicles. We communicate through pagers, cell phones, and two-way communication radios that can be directly accessed by the client.

 

OTIE provides emergency response activities involving minor containment; air monitoring; soil, sediment, and water sampling; HAZCAT and testing, and emergency removals. We have worked on such emergency response projects as:

  • Mercury spill cleanups in homes
  • Chemical and oil releases to waterways
  • Train wrecks/chemical releases
  • Abandoned drum and tank facilities
  • Anthrax episodes
  • Federal disasters such as multi-state floods

 

Our personnel are experienced with regulations promulgated under CERCLA, OPA, Stafford Act, and the Homeland Security Act of 2002. Our staff has Level A, B, and C PPE training and Incident Command System (ICS) Level 300 training enabling us to participate in joint training exercises without restrictions. OTIE has certified trainers as well as personnel trained in nuclear, biological, and chemical (NBC) awareness and responses as part of the National Response Plan. Our responders are trained in the identification of nuclear, biological, chemical, neurological, and radiological agents; proficiency in the use of M8 test kits; NBCR equipment usage; and decontamination area setups. OTIE personnel have participated in U.S. EPA Level A counter-terrorism exercises including simulated chemical and biological release scenarios.

 

OTIE participated in large-scale emergency response preparedness events -Spill of National Significance 2007 (SONS07) and Top Officials 4 (TOPOFF4). SONS07 and TOPOFF4 were both full-scale exercises involving federal, state, and local governments to test the nation’s ability, at all levels, from emergency responders to cabinet level officials, to respond in a coordinated manner to a national disaster.

OTIE provided emergency response assistance to identify sheen boundaries and locate oil and TCE saturated soil at a former industrial facility next to the Fond du Lac River, WI. OTIE-TN&A conducted soil sampling based on a grid-system, identified and recommended soil disposal options, and conducted air monitoring for organic vapors using TVA 1000 organic vapor instrument during soil removal activities.
